Resonable Disagreement

Discussions of deliberative democracy mostly focus on the involvement of citizens in democracy as active rhetors or debaters. Also, many deliberative democrats assume that deliberative processes serve, or should serve, to promote mutual understanding or even consensus. In contrast, this paper takes its point of departure in citizens’ position as receivers, not senders, of deliberative rhetoric, and while acknowledging the value of consensus it assumes that political debaters will typically remain in dissensus. The paper discusses why this is necessarily so and seeks, on that basis, to formulate and exemplify a set of norms for dialogue between dissenting debaters that will make debates optimally helpful to inidividual citizens in choosing between opposite views. The metaphor “inverse pickpocketry” is suggested as a common denominator for transgressions against these norms, and a typology of such transgressions is proposed.
